From my point of view- I’ve been learning languages for 17 years now- anyone can learn another language. All you need is the motivation and the resources!
Motivation:
What I mean by this, is that you need to have the desire, you need to want to learn another language. It’s that simple! If you know why you want to learn it- you like the music or movies of the culture, you want to travel to the country, you have friends/family/partner that speak the language, or you’ve moved to the country- you have something to keep you motivated to learn the language.
Resources:
So long as you have access to resources, you’ll be able to learn the language. They don’t have to cost a lot of money either! If you prefer paper, and you have a local library, you could borrow textbooks, audio books, and references. Are there local meetup groups in your area? Working with other learners can really add to your learning process- sometimes these are free, or they have a meetup fee, and you might buy a coffee where you get together. You can find a local tutor or a class if you prefer traditional classroom learning. Then, the ever-present resource of today is the internet! Many websites, podcasts, and youtube are free to access. Then for harder to access languages, there are online tutors offering their services on a variety of platforms.
